Trendlines Statewide Monthly Construction Data- September 2025

Alabama Cement Shipments See Another Drop in June
Data recently released by the United States Geological Service shows cement shipments declined by 14.2% in June 2025 compared to the same month in 2024. The state has now seen double-digit declines in four of the first six months of 2025. We estimate 472,999 yards of concrete were placed during the month. The state ended the first half of 2025, 6.5% behind the first six months of 2024.

Examining industry economic reports, the University of Alabama’s Center for Real Estate June report shows home building permits are off 9.8% compared to the first six months of 2024. Based on permits issued, only four of the twelve leading metropolitan areas are ahead of 2024 totals. Looking to the NAHB builder sentiment report for September, the number now sits at 32. The figure did not change from the reading in August. The reading for the south region came in slightly lower at 29. The AIA billing index came in at 47.2 in August 2025, a slight increase from the July number of 46.2. One bright spot was the index for the south now sits at 49.9. A number below 50 on the AIA or NAHB reading forecasts less foreseeable construction activity.
